AROUSE - 1st phase

National Consensus and Constituency Building

This phase shall involve the following:

1. Department of Education (DepEd)

Pupils and students from Grade 4 to Grade 12 shall be guided by teachers of Araling Pagpapaganda ng Ugali (Values Education) or Araling Panlipunan (Social Studies) in answering the YES FOR PEACE questionnaire / KaBayanihan commitment forms.

They shall be assigned to each bring home two (2) questionnaires / commitment forms for their parents, out-of-school siblings and housemates to answer during the weekend and submit these on the next school day.  The responses shall then be tabulated at homeroom level and summarized at school level.

This system has been tried and tested in public and private elementary and high schools nationwide through DepED Memoranda issued by Secretaries from Ricardo T. Gloria to Secretary Leonor Magtolis-Briones.

Vice President and DepEd Secretary Sara Z. Duterte has expressed her full support and has enjoined the DepEd National Employees Union (DepEd NEU) to be proactive in the campaign.

The DepEd NEU National Executive Officers and National Board of Directors has adopted a resolution reiterating its full and unconditional support to the campaign.

A DepEd Memorandum for the implementation of the open referendum of Yes for Peace – Bayanihan ng Bayan shall be issued.

2. Commission on Higher Education (CHED)

Encourage all public and private colleges and universities to conduct to the “open referendum” among their respective students, faculty and administrative staff. 

Based on previous experiences, the most efficient way to solicit / gather the responses of college and university students is by including Yes for Peace – Bayanihan ng Bayan questionnaires in their registration materials and retrieving these together with their duly filled-up registration forms.

A CHED Memorandum for the implementation of the open referendum of Yes for Peace – Bayanihan ng Bayan in public and private Higher Educational Institutions is shall be requested for this purpose.

3. Technical Education and Skills Development Authority (TESDA)

Enjoin all Technical-Vocational schools to conduct to the “open referendum” among their respective students, faculty and administrative staff.

A TESDA Memorandum for the implementation of the open referendum of Yes for Peace – Bayanihan ng Bayan is needed for this purpose.

4. National Commission on Indigenous on Peoples (NCIP)

Conduct the “open referendum” among IP Communities unreached by DepEd, CHED and TESDA through tribal leaders.

The proposed questions for the open referendum were re-formulated pursuant to the Basic Education Report 2023 of VP and DepEd Secretary Duterte, “We will embed the Culture of Peace in our curriculum to develop learners who are peace builders in communities. We will integrate peace competencies such as social awareness, responsibility, care for the environment, value for diversity, self-esteem, positive character, resilience and human security into the various learning areas of the K-12 curriculum.”

 

Proposed YES FOR PEACE 2023 Questions

UN Resolution 53/243 Declaration on a Culture of Peace

1.     Should we embed and nurture the Culture of Peace in our schools, homes, communities, and government?

“… Declaration on a Culture of Peace to the end that Governments, international organizations and civil society may be guided in their activity by its provisions to promote and strengthen a culture of peace…”

2.     Should we establish a society without violence – physical, sexual, psychological, economic and social?

Article 1 (a). “Respect for life, ending of violence and promotion and practice of non-violence through education, dialogue and cooperation.”

3.     Should we reject, oppose and counter the propaganda for and the use of arms, violence and terrorism for whatever reason it may be?

Article 3 (d). “Enabling people at all levels to develop skills of dialogue, negotiation, consensus-building and peaceful resolution of differences.”

4.     Should we unite and collectively participate in identifying, planning, budgeting and implementing projects and programs in each community to maintain the Culture of Peace?

Recognizing that peace not only is the absence of conflict, but also requires a positive, dynamic participatory process where dialogue is encouraged and conflicts are solved in a spirit of mutual understanding and cooperation.”

 

5.     Should we keep ourselves abreast of programs and projects of various government agencies and use these to develop our community and to enrich the Culture of Peace?

Article 3 (e). Strengthening democratic institutions and ensuring full participation in the development process;

6.     Should we take care of and enrich our environment for the1 sustainable development of our country as an important undertaking for the peace process?

Article 1 (e). “Efforts to meet the developmental and environmental needs of present and future generations.”

7.     Should we recognize and respect each other’s different beliefs and culture?

Article 1 (i). “Adherence to the principles of freedom, justice, democracy, tolerance, solidarity, cooperation, pluralism, cultural diversity, dialogue and understanding at all levels of society and among nations; and fostered by an enabling national and international environment conducive to peace.”

8.     Should we live up to being Pro-God, Pro-Environment, Pro-People and Nationalist?

Article 2. “Progress in the fuller development of a culture of peace comes about through values, attitudes, modes of behaviour and ways of life conducive to the promotion of peace among individuals, groups and nations.”

9.     Should we uphold and assert Human Rights; the Rights of Children; Indigenous People’s Rights and the Right to Peace? 

Article 3 (c). “Promoting democracy, development and universal respect for and observance of all human rights and fundamental freedoms.

10. Should we teach all our learners the historical backgrounds and ways forward to build peace and assert human rights?

Article 4. Education at all levels is one of the principal means to build a culture of peace. In this context, human rights education is of particular importance.

Commitment/ Consent/Prayer

Laging Handa po akong maki-isa, tumulong at makipagBayanihan ng Bayansa abot ng aking kakayananupang maayos na maitukoy, maiplano, mapondohan at maipatupad ang mga proyekto at programa ng iba’t-ibang sangay ng gobyerno para maibsan ang kahirapan at maiangat ang kabuhayan namin dito sa aming komunidad at nang makamit na natin ang Kapayapaan, Kaunlaran at Kasaganaan.

Ipinapahintulot ko pong isama ang pangalan at mga impormasyong ibinigay ko sa listahan ng mga Filipino na kumikilala, nagtataguyod at nagsusulong ng mga Karapatan ng mga Katutubo; ng mga Karapatan ng mga Bata; ng mga Karapatang Pantao; at ng indibidwal at kolektibong Karapatan sa Kapayapaan ng Sambayanang Filipino para isumite kay President Ferdinand “Bong Bong” R. Marcos at ipaalam sa United Nations General Assembly.

Nawa’y gabayan tayong lahat ng Diyos na maitaguyod natin ang Kultura ng Kapayapaan at mabuo natin ang isang lipunan na walang anumang uri karahasan na binubuo ng mga mamamayang Maka-Diyos, Maka-Kalikasan, Maka-Tao at Makabansa.

Resource Mobilization

The reproduction of campaign materials as well as the mobilization of services for the campaign shall adhere to and bank on the spirit of BAYANIHAN or the pro-active involvement and collective participation of the Filipino people.

The reverse side of the questionnaire tabulation and summary forms is open for messages of participating / sponsoring parties as shown.

The lay-out, sizes and number of posters, tarpaulins, stickers, t-shirts etc. are left to the discretion of sponsors and contributors.

Cash contributions shall be discouraged throughout the campaign.

Open Referendum Guidelines

  • Reproduce Yes for Peace – Bayanihan ng Bayanopen referendum questionnaires for constituents, 10 years and older.
  • Reverse side of questionnaire may be used for messages of participating School and/or sponsoring NGO.
  • Distribute one questionnaire for each household member, 10 years and older, through elementary and secondary schools and/or through Barangays.
  • Retrieve filled-up questionnaires.
  • Tabulate responses in Homerooms or Barangay Hall.
  • Summarize Tabulations in Office of the School Principal, Barangay Hall or any appropriate place.
  • Prepare summary and submit copies to: a) YES FOR PEACE Thematic Working Group; b) Municipal Local Government Unit; and c) NTF Secretariat.Securely pack and mail one originally signed School/Barangay Summary, Homeroom Tabulations and hard copies of filled-up questionnaires through Post Office.
  • Declare Barangay as a YES FOR PEACE Zone through Resolution and send copies to: a) YES FOR PEACE Technical Working Group; b) Municipal Local Government Unit; and c) NTF Secretariat.
