They shall be encouraged to pro-actively be involved in the YES FOR PEACE – Bayanihan ng Bayan open referendum (peace education and advocacy campaign) towards the declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones.
Residents of YES FOR PEACE, UNITY AND DEVELOPMENT Zones shall then be actively engaged in the identification of community-based poverty-alleviation and/or livelihood projects as well as infrastructure such as schools, road, bridges, etc. based on the comprehensive Menu of Services provided by ALL NGAs and disseminated in websites of ALL NGAs as well as LGUs.
Open-access on information on What, Who, When, Where and How to avail of all available of ALL projects and programs of ALL National Government Agencies to address needs of Barangays identified by the people themselves shall be provided based on a Menu of Services of Available programs and projects that have been listed by members of the Career Executive Service pursuant to the Govergence concept of the Career Executive Service Board (CESB).
Resultant Barangay Development Plans shall then be submitted for incorporation into Municipal Development Plan and subsequently brought to the attention of concerned government agencies for Govergence or the holistic, integrated, convergent delivery of social services, including livelihood and/or skills training programs for sustainable development.
The involvement of national government agencies (NGAs) shall primarily be limited to their respective mandates and functions albeit the delivery of projects shall be based on the results of planning exercises at barangay/community levels.
