Bottom-Up Declaration of YES FOR PEACE, UNITY AND DEVELOPMENTAL ZONES

The Declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones will employ a Top to Bottom, Bottom-Up Cycle.

Operationally, the declarations shall emanate from the Schools and Barangays, the basic political unit in the country.  The Schools, Barangays and the IP Communities are the most logical conduits through which people can express their support for the Whole-of-Nation approach to end armed conflicts.

If majority of the constituents answer YES to the ten (10) questions, the School; Barangay; or IP community shall be declared a YES FOR PEACE, UNITY AND DEVELOPMENT Zone.

If majority of the Schools; Barangays; or IP communities in a City or Municipality are declared YES FOR YES FOR PEACE, UNITY AND DEVELOPMENT Zones, the City or Municipality shall be declared a YES FOR PEACE, UNITY AND DEVELOPMENT Zone by the recently merged Municipal or City Peace and Order Council and Municipal or City Development Council.

If majority of the Cities and Municipalities within a Province are declared YES FOR PEACE, UNITY AND DEVELOPMENT Zones, the Province shall be declared a YES FOR PEACE. UNITY AND DEVELOPMENT Zone by the Provincial Peace and Order Council and Provincial Development Council.

If majority of the Provinces within a Region are declared YES FOR PEACE, UNITY AND DEVELOPMENT Zones, the Region shall be declared a YES FOR PEACE, UNITY AND DEVELOPMENT Zone by the Regional Peace and Order Council and Regional Development Council.

If majority of the Regions are declared YES FOR PEACE, UNITY AND DEVELOPMENT Zones, the Philippines shall be declared a YES FOR PEACE, UNITY AND DEVELOPMENT Zone by the National Peace and Order Council and the National Development Council.

The declaration of the Philippines as a YES FOR PEACE, UNITY AND DEVELOPMENT Zone shall be reported to the United Nations Office of the High Commissioner for Human Rights (UNOHCHR). The UNOHCHR is currently conducting a study on what and how UN member-states can initiate a human rights based national undertaking to counter terrorism and violent extremism.  The Philippines can therefore be the first nation to have taken concrete action on the assertion of the people’s Right to Peace pursuant to the UN General Assembly’s Resolution A/71/189, “Declaration on the Right to Peace” adopted on 19 December 2017.

The declaration of Schools as YES FOR PEACE, UNITY AND DEVELOPMENT Zones shall be incorporated in the Memorandum for the implementation of the open referendum phase of the Yes for Peace – Bayanihan ng Bayan campaign expected to the issued by VP and DepEd Secretary Sara Z. Duterte pursuant to her statement, “I reiterate my full support to the YES FOR PEACE Bayanihan ng Bayan in carrying out its important and delicate mission to end the recruitment of Filipino learners by armed extremist groups pursuant to the whole-of-nation approach of the National Plan to End the Local Communist Armed Conflict approved by President Rodrigo Duterte.

A Memorandum from DILG Secretary Benhur C. Abalos, Jr. pursuant to his Statement, “I call on all institutions, civil society organizations, and individuals to emulate, if not follow, the efforts of Yes for Peace because at the end of the day, we will agree to peace, order, and development,” shall be requested to facilitate the upward declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones.
