Toward the realization of the vision, national government agencies (NGAs) as well as local government units (LGUs) shall be enjoined to earnestly perform their respective mandates and systematically implement as well as fast track the institutionalization of three (3) concepts:

1. People-Centric Development pursuant to the constitutional guarantee that, “Sovereignty resides in the people and all government authority emanates from them.”

2. Bottom-up Identification, Planning, Budgeting and Development has been a long-time management thrust of the DILG (Department of the Interior and Local Government) and the DBM (Department of Budget and Management). However, Barangay officials need readily accessible information materials as planning tools. It would be folly for them to continue planning based only on their needs assessment. They need to know what can actually be requested and subsequently delivered.  Frustration sets in and paves the way to discontent if expectations are not met.

Therefore, there is a need to complement the existing planning system with basic information – What, When, Where, Who and How – on all existing government programs to empower Barangays to prepare and submit complete requirements for their proposed programs and projects in their respective Barangay Development Plans for incorporation into their Municipal Development Plans.

These shall be collected and collated into readily downloadable files and uploaded into the websites of all government agencies and LGUs.

These can also be put in USBs (Universal Serial Bus) and distributed to all Barangays by their respective LGUs. After all, practically all Barangays nationwide have laptop or desktop computers.

3. Govergence – Convergent Governance to ensure that whatever development programs undertaken are not only doable but also sustainable, cost effective and resource efficient.
