The NTF-ELCAC has focused its activities on affected and vulnerable areas as well as areas liberated from the influence of Communist Terrorist Groups (CTGs). The need to get the entire Filipino nation involved in the process of eliminating the communist armed conflicts remains.

It is within this context that the YES FOR PEACE – Bayanihan ng Bayan campaign shall be implemented throughout the whole country.  To earnestly end the local communist armed conflict, there should be no room for its resurgence. Otherwise, the gains of the NTF-ELCAC could come to naught and the problem will continue to fester the Filipino people.

Carrying through with the responses to the YES FOR PEACE – Bayanihan ng Bayan questionnaire and commitment sheet, there five (5) goals – PEACE:        

  1. People-centric national unity and consensus for a Culture of Peace through an open referendum on ten (10) questions based on relevant and applicable provisions of United Nations’ Resolution 43/253, “Declaration for a Culture of Peace” and Resolution A/71/189 “Declaration on the Right to Peace”
  1. End internal armed conflicts to enable the government to shift and allocate billions of pesos wasted in the internal armed conflicts to education, health, housing, eradication of poverty, empowerment of women, countryside development and other public services. In short, more resources can be used to address the root causes of insurgency. 
  1. Assert the People’s Individual and Collective Right to Peace by encouraging the people to document public support for an inclusive and participative process pursuant to United Nations’ General Assembly Resolution A/71/189 or the “Declaration on the Right to Peace”. 
  1. Constitutional amendments and revision of laws that impede the implementation of peace agreements; and
  1. Empower the Filipino People thru BAYANIHAN NG BAYAN or the pro-active involvement and collective participation towards the convergent, integrated and holistic delivery of community-driven government programs through bottom-up planning and budgeting into the national consciousness of the Filipino people.
