YES FOR PEACE HISTORICAL NOTES

BENIGNO S. AQUINO III Administration

Inspired by the policy statement of President Benigno S. Aquino III (PNoy), “We shall endeavor to restore confidence in a peace process that is transparent and participative,” the campaign was revived.  

The questions were reformulated in cooperation with Bayan Muna Representative Teodoro A. Casiño and the IBON Foundation based on the developments in the comprehensive peace process and the ongoing peace negotiations. The questions were still in consonance with UN Resolution No. 53/243.

It was implemented in cooperation with the Department of Education (DepEd) and the Commission on Higher Education (CHED) to push for transparency and to help mobilize people’s participation in the comprehensive peace process.

DepEd Secretary Bro Armin A Luistro issued DepED Memorandum No. 428, s. 2010 – YES FOR PEACE – Bayanihan para sa Kapayapaan 2010. It states, “This campaign aims to encourage at least 10 Million peace-loving Filipinos, 10 years and older, to speak as one to provide a democratic people’s mandate for the four goals of the comprehensive peace process particularly the permanent cessation of hostilities between the government and all rebel groups in 2010 through the six paths to peace.”   

Commission on Higher Education (CHED) Chairperson Patricia B. Licuanan, Ph.D., issued a Memorandum, “In accordance with pertinent provisions of Republic Act (R.A.) 7722, otherwise known as the “Higher Education Act of 1994”, this office hereby endorses the above undertaking organized by the  Yes for Peace – Bayanihan para sa Kapayapaan for the support and participation of all concerned.

PhilPost Assistant Postmaster General for Operations Mama S. Lalanto, al Haj, issued a Memorandum “to ensure the optimum participation of PhilPost in the distribution, retrieval and delivery of YES FOR PEACE questionnaires, Homeroom Tabulation and School Summary Forms to public and private elementary schools (and) from the schools to the Technical Working Group c/o the Office of the Postmaster General.”

During the 27th anniversary celebration of the 1986 EDSA People Power Revolution, tarpaulins carried by volunteers were paraded at the front of both civilian and the military contingents of the traditional “Salubungan” to inform PNoy that thus far, 6,155,945 Filipinos have responded to the Yes for Peace campaign and ask him what should be done.  While it was not officially part of the program PFVR asked advocates to join him in his Victory Jump.

Undersecretary for Curriculum and Instruction Dina S. Ocampo, Undersecretary for Legal and Legislative Affairs Albert T. Muyot and Undersecretary for Partnerships and External Linkages Mario A. Derequito thereafter facilitated the issuance and dissemination of DepEd Advisory No. 391, s. 2013, DepEd Advisory No. 25, s. 2014 and DepEd Advisory No. 45, s. 2014, respectively, to ensure that the target 10,000,000 responses will be reached.

To maximize participation in the spirit of Bayanihan and minimize the consequent work load that it may bring, the Yes for Peace ten questions based on the four Goals for Peace and the six Paths to Peace being pursued by the government as well as UN Resolution 53/243 have been reduced to three.

Except for the Office of the Presidential Adviser on the Peace Process (OPAPP), all partner implementing and supporting institutions upheld the MOU of 2002 and carried out their respective commitments stated therein.

Arrangements for the inclusion of the turn-over of the 11,236,918 responses on the 30th Anniversary Celebration of the 1986 People Power revolution on into its programme was arranged through EDSA People Power Commission Chairman Cesar N. Sarino.

The YES FOR PEACE was described as the “Bagong Mukha ng People Power” by the EDSA People Power Commission through programs hosts Senator Paolo Benigno “Bam” Aguirre Aquino IV and Actor Ogie Alcasid.

The 11,236,918 responses were symbolically turned-over by the Organizer to PAPP Secretary Deles in front of a seated President Aquino.

PAPP Secretary Deles remained steadfast in ignoring the results of campaign and the non-participation of OPAPP in the undertaking entered into by her predecessor. No official action, not even a written acknowledgement letter, was taken.

The Department of Education National Employees’ Union (DepEd – NEU) provided secretariat support, office space/address and facilities for the campaign.

Another 3,123,261responses were generated until April 2006. By the end of the PNoy administration, 14,360,179 responses have cumulatively been generated since 1988.

Notably, while it took 14 years, the YfP-BB campaign target pegged at 10,000,000 responses was exceeded by 4,360,179 or 43.60% through the Bayanihan spirit – each participating institution contributing the best that it can in accordance with its official mandate and functions.
