DEVELOPMENT OF CAMPAIGN VIS-A-VIS INTERNATIONAL DECLARATIONS

United Nations Sustainable Development Goal (SDG) 16 of the 2030 Agenda for Sustainable Development adopted on September 2015 and officially came into force on 01 January 2016

Peace, Justice and Strong Institutions – “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels,” that officially came into force on 01 January 2016.

On October 13, 2016, eighteen (18) Learners of the Integrated Gabay ng Paglilingkod (I-GABAY) Training Course Session XXVI signed “A Call for Bayanihan Towards a Peaceful, Progressive and Prosperous Philippines’ which states:

Committing ourselves to help disseminate information on projects and programs of different government agencies to alleviate poverty and uplift the lives of the poor;

They then listed existing programs that if integrated and holistically delivered can help give flesh to the draft Comprehensive Agreement on Socio-Economic Reforms (CASER).

The YES FOR PEACE – Bayanihan ng Bayan was subsequently developed for a mere open referendum to a holistic program with five (5) phases:

thematic phases: Arouse, Organize, Mobilize, Govergence and Charter Change:

  • AROUSE – Establish a national consensus by conducting an open referendum among Filipinos, 10 years and older, on ten (10) questions based on United Nations Resolution 43/153 Declaration of the Culture of Peace to end the recruitment of Filipino learners by armed extremist groups.
  • ORGANIZE – Enjoin the people-centric upward declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones from the Schools/Barangays; to the Cities and Municipalities; to the Provinces; to the Regions; and finally, to the whole country.
  • MOBILIZE – Engage the people’s pro-active involvement and collective participation in identifying, planning budgeting and implementing community-based peace and development programs. Open-access to a Menu of Services of existing government projects and programs to address identified needs shall be provided.
  • GOVERGENCE – Good governance through the convergent delivery of community-based peace and development programs and projects identified, planned, budgeted and implemented by the communities.
  • CHARTER CHANGE – Amendment of constitutional provisions and revision of laws that have impeded national unity, peace, progress and prosperity through concerned members of both Houses of Congress.

The proposed YES FOR PEACE – Bayanihan ng Bayan ROAD MAP is anchored on the CORE value of discipline. Each of the enumerated Phases espouses corresponding Ideals, Parameters and Concepts:

The YES FOR PEACE – Bayanihan ng Bayan campaign was subsequently proposed in response to President Rodrigo Roa Duterte’s request for support of CESOs / NUCESO to PRRD’s Six Point Peace and Development Program presented by OPAPP during the 15th Career Executive Service (CES) Convention: 

  1. “Meaningful implementation of the FAB and CAB towards healing in the Bangsamoro;
  2. “Completion of implementation of remaining commitments under the GPH-MNLF Peace Agreement for a just closure;
  3. “Accelerated signing and implementation of the accords with communist insurgents;
  4. “Immediate conclusion of the peace process with the CPLA and the RPMP-RPA-ABB;
  5. “Peace promoting catch-up socio-economic development in conflict affected areas; and
  6. “Building a culture of peace and conflict sensitivity.”

Pursuant the Govergence concept of the Career Executive Service Board (CESB), Career Service Officers came up with an extensive Menu of Available Government Services for Peace, Development and Social Transformation that can be used by 40,086 Barangays in the whole country in their respective development and investment planning pursuant to the Bottom-Up Budgeting (BUB) approach to the preparation of agency budget proposals of the Department of Interior and Local Government.
