IMPLICATIONS AND WAYS FORWARD TO SUSTAINABILITY

To implement the YES FOR PEACE – Bayanihan ng Bayan campaign and sustain the gains it will generate with the least possible cost, it shall be undertaken with the Operational Philosophy: “Doing with and building upon what we have.

  • Inasmuch as the NTF-ELCAC is chaired by the President and ALL government agencies are mandated to support its activities, it is expected to generate a groundswell of support from the Filipino people.
  • The Personal Data provided by respondents and/or KaBayanihans (Peace, Unity and Development volunteers shall be used as primary data for building a constituency for Peace, Unity and Development.
  • The massive and swift “30 Million in 30 Days” peace education and advocacy or open-referendum phase of the campaign – to be conducted through public and private elementary and high schools, colleges and universities, technical vocational schools and IP Communities – will directly challenge and negate claims of self-proclaimed armed revolutionaries that they are indeed fighting for the rights of the Filipino people. It will establish and incontrovertibly prove that the greater majority of the Filipino people reject armed struggle through which the armed groups and terrorists want to wrest government power.
  • Prove that the greater majority of the people reject the use of arms and terrorism to wrest government power by conducting the open referendum phase of the campaign in all schools, colleges and universities.
  • Directly challenge and negate claims of self-proclaimed armed revolutionaries that they are fighting for the rights of the Filipino people.
  • End the recruitment of Filipino learners by armed extremist groups through the active involvement of children, 10 years and older, in the peace education and advocacy or open-referendum phase of the campaign as a concrete step to instill the “Culture of Peace” in their hearts and minds.
  • As the data-basing progresses, personalized “individually addressed” letters of gratitude from the President and/or Vice President to the respondents / peace, unity and development constituents or volunteers (KaBayanihans) for their willingness to pro-actively get involved and participate in identifying, planning, budgeting and implementing peace and development projects as well as cooperative enterprises that may be organized and set-up in their respective Barangays, / Communities can be processed, sent and delivered through PHLPost. The letter of gratitude to each respondent to the campaign will be a big boost to the morale of recipients and thus increase the eagerness of KaBayanihans to earnestly continue participating in peace, unity and development projects and ensuring that the use of arms and violence will never again be an option to advance / fight for the interests of the Filipino people.
  • The Top to Bottom / Bottom-Up Cycle for the UPWARD declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones – from Schools/Barangays/Communities to Municipalities/Cities to Provinces to Regions to the entire Philippines – will isolate the CTG in all settlements in the country.
  • The CTG will not be welcome in all YES FOR PEACE, UNITY AND DEVELOPMENT Zones and eventually forced out of by the people themselves who have all agreed to reject the use of arms and violence as well as terrorism armed struggle.
  • Ensure that YES FOR PEACE, UNITY AND DEVELOPMENT Zones that reject armed struggle for whatever cause are declared in all Barangays, LGUs and Regions until armed groups are completely isolated from the People.
  • Institutionalize the direct involvement of the people in identifying, planning and implementing basic and livelihood projects.
  • Empower both the people and government workers to pursue the inclusive and participatory identification, planning and implementation for its integrated, holistic and convergent delivery.
  • The uploading of the compilation of the What, Who, When, Where and How of all existing basic services as well as livelihood projects of all National Government Agencies (NGAs) in websites of all NGAs and LGUs – will empower both the people and government workers in pursuing the inclusive and participatory identification, planning, budgeting and implementation for its timely, integrated, holistic and convergent delivery.
  • The responsive and efficient delivery of services to Barangays and communities will effectively put to naught claims of the CTG and other armed groups that the government is apathetic and does not care for the welfare of the Filipino people.
  • Usher in a more rational system of budgeting and allocating government funds. The direct involvement of the people in identifying, planning, budgeting and implementing basic and livelihood projects will usher in a more rational system of budgeting and allocating government funds. If such a system is institutionalized in all Barangays and LGUs nationwide, project to be funded in the future will be more and more responsive to the needs of the people and nor merely the products of the “creative” minds of “well meaning” local government executives and “representatives” of the people.
  • Submit the results of the open and verifiably documented assertion of the individual and collective Right to Peace by the Filipino people to the United Nations’ General Assembly through the United Nations’ Office of the High Commissioner for Human Rights. This will give the Filipino people international recognition for another mass undertaking that can be replicated by similarly situated nations.
  • Nurture and inculcate the belief that the Filipino people themselves can truly address their needs and reach their aspirations through Good Governance.
  • Enhance the gains established by the YES FOR PEACE – Bayanihan ng Bayan campaign through the Comprehensive Peace Process as defined by Executive Order No. 158, s. 2021:

  •  Institutionalize the United Nations’ Sustainable Development Goal 16 – Peace, Justice and Strong Institutions – “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”
  • Invoke the United Nations’ General Assembly Resolution 217 A “Universal Declaration of Human Rights” adopted on December 10, 1948.
  • Establish a “Culture of Peace” pursuant to the United Nations General Assembly Resolution 53/243 A “Declaration on a Culture of Peace” adopted on September 13, 1999.
  • Assert the Filipino people’s individual and collective right to peace as embodied in the United Nations General Assembly Resolution A/71/189 “Declaration on the Right to Peace” adopted on19 December 2016.
  • Ensure that armed struggle will never again be considered as an option to advance the interests of the Filipino people.
  • Leave the next administration no other choice but to follow through and strengthen the mechanisms replicate what have already been done to serve the interests of the greater majority of the Filipino people.
