4TH PHASE - GOVERGENCE
The 4th Thematic Phase is GOVERGENCE – Institutionalize good governance through the convergent delivery of peace, development and livelihood programs and projects identified, planned, budgeted and implemented through Bayanihan – the pro-active involvement and collective participation of the people – at the Barangay / community level.
This Thematic Phase is summarized in Figure No. 16:

This phase shall mobilize a “whole-of-nation” or “whole-of-society” approach to peace and development where government agencies, civil society organizations, and local communities work in concert towards shared goals.
Communities shall identify their own development priorities to ensure that government projects and services are relevant and truly address the needs of the people to replace the predominantly siloed and top-down governance, promoting people-centric and mass-based courses of action. This can effectively shield plans, actions and programs from irrelevant budgetary insertions and manipulations that breed corruption at all levels.
The advocacy for a “bottom-up” approach to identifying, planning, budgeting and implementing programs and projects for directly supports the principle of responsiveness in good governance by institutionalizing the coordination and integration in the delivery of services and programs.
People participation at the grassroots level shall strengthen the Program Convergence Budgeting laid down in Joint Memorandum Circular No. 2025-1 of the Department of Budget and Management (DBM) and the National Economic Development Authority (NEDA) issued on March 5, 2025.

This collaborative model is a direct challenge and alternative to the current siloed and top-down governance. It shall promote coordination and integration of services and programs.

Who and What Do We Need?
