5TH THEMATIC PHASE - LEGISLATIVE ACTION
The 5th Thematic Phase is LEGISLATIVE ACTION – Amendment of constitutional provisions as well as revision of laws identified to be hindrances to Peace, Unity and Development.
The process shall be consultative, people-centric, and preferably bottom-up to establish the people’s support of the legislative agenda stipulated in the Philippine Development Plan 2023 -2028.

At its heart, “Yes for Peace – Bayanihan ng Bayan” is a call for active citizenship. Its primary mechanism is a nationwide open referendum to build a national consensus for peace by asking citizens to affirm their desire to end internal armed conflicts and support community-based peace processes.
Soliciting the direct sentiment of the populace aligns with the fundamental principle of participation in good governance. By providing a platform for millions of Filipinos to voice their opinion on a critical national issue, the campaign shall empower citizens and send a very clear message to policymakers about the public’s aspirations.
Moreover, the heightened awareness of the people on the need for their direct pro-active involvement and collective participation in identifying, planning, budgeting and implementing programs and projects and institutionalizing the process will strengthen the foundations of the long-sought for good governance.
