3RD PHASE -MOBILIZE

The 3rd Thematic Phase is MOBILIZE – Engage the pro-active involvement and collective participation in identifying, planning, budgeting and implementing community-based peace, development and livelihood programs and projects to enhance transparency as summarized Figure No. 13:

The need to engage the proactive involvement and collective participation of the Filipino people in the Bottom-up process of identifying, planning, budgeting, and implementing community-based peace, development and livelihood programs projects has repeatedly been declared as a matter of policy. 

However, this have yet to be realized primarily due to lack information reaching the grassroots of government particularly Barangays and Local Government Units (LGUs) as well as Civil Society Organizations (CSOs).

Needed information on the Menu of existing projects and programs of all government line agencies identified by members of the Career Executive Service shall be consolidated. The four Ws (What, Who, When, Where) and one H (How) of these together with its requirements shall be requested from National Government Agencies (NGAs).

For uniformity, a user-friendly format for Information on Programs and Project as shown in Table No. 4 shall be used in gathering information from National Government Agencies (NGAs) and disseminating these to Local Government Units (LGUs) as well as interested non-government organizations; civil society organizations; and other interested parties.

The information gathered and consolidated shall be made readily available to all interested sectors through various media platforms.

Open-access to the consolidated output shall be shared with NGAs for uploading to their respective websites for ready access of government field personnel and organizers to facilitate widest possible dissemination.

For their part, Local Government Units (LGUs) shall be requested to provide Barangays (without access to the internet) in their respective jurisdiction USBs loaded with the information through their Municipal Local Government Operation Officer for use as a tool in bottom-up identification, planning, budgeting and implementation of development and livelihood programs and projects.

Given basic workable information/knowledge on existing government programs and projects, LGUs and Barangays shall be enabled and empowered to substantially comply with and give flesh to the Bottom-Up identification, planning, budgeting and implementation of peace and development projects in accordance with the Barangay Development and Investment Planning (BDIP); Comprehensive Development Planning (CDP) of the DILG; the Philippine Development Plan 2023-2028 and AmBisyon 2040 of NEDA.

An informed citizenry is better equipped to engage with government, demand accountability, and participate in local development planning. The goal is to empower barangays to identify their needs and address these through available and existing government programs and projects.

The participation of ALL National Government Agencies (NGAs) through members of the Career Executive Service – Career Executive Service Officers (CESOs) Career Executive Service Eligibles (CESEs) and Career Service Executive Eligibles (CSEEs) – in terms of providing user- friendly information on available government peace, development and livelihood programs and projects shall be the key to ensure the success of this phase.
