Bottom-Up Declaration of YES FOR PEACE, UNITY AND DEVELOPMENTAL ZONES
The 2nd Thematic Phase is ORGANIZE – Nurture the people-centric and bottom-up declaration of Schools, Barangays, Cities/ Municipalities; Provinces; and Regions as YES FOR PEACE, UNITY and DEVELOPMENT Zones based on results of the open referendum conducted in schools as shown in Figure No. 9:

The open declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones at all levels is a concrete step towards ending internal conflicts and is a prerequisite for sustainable development and effective governance at all levels. Good governance is difficult to achieve in a climate of violence and instability. A state of peace will create a more stable environment where democratic institutions can function effectively, the rule of law can be upheld, and economic development can flourish.
The upward declaration of YES FOR PEACE, UNITY AND DEVELOPMENT Zones from the Schools/Barangays; to Cities and Municipalities; to Provinces; to the Regions; and finally, the whole Philippines as shown in Figure 10:
Schools shall be declared as YES FOR PEACE, UNITY and DEVELOPMENT Zones based on results of the open referendum.
Barangays shall be declared as such when the majority of schools within its respective area of jurisdiction have been declared as such.
Cities / Municipalities shall be declared as such when the majority of Barangays within its respective area of jurisdiction have been declared as such.
Provinces shall be declared as such when the majority of Cities and Municipalities within its respective area of jurisdiction have been declared as such.
Regions shall be declared as such when the majority of Provinces within its respective area of jurisdiction have been declared as such.
Finally, the whole Philippines shall be declared as such when the majority of the Regions have been declared as such1. .

The Key Result Area (KRA); Key Performance Indicator (KPI); and SMART Objective of this phase are shown in Figure 11:

The issuance of a DILG Memorandum enjoining the participation of Local Government Units (LGUs), Sangguniang Bayans (SBs) and Sangguniang Kabataan (SKs) and its proactive involvement in calling for people’s participation is the key to ensure the success of this phase.
In his Message to the Yes for Peace, Inc. published on the campaign website – yesforpeace.com (Figure No. 12), Secretary of the Interior and Local Government Juanito Victor C. Remulla stated, “Peacebuilding is a collective responsibility that extends beyond government efforts. It is a task we all share, and this initiative by the Yes for Peace, Inc. is a significant step forward in accomplishing this enduring mission… We are thus glad to offer our full support to this endeavor.”
It could therefore be expected that Secretary Remulla shall issue the needed Memorandum / Order for the implementation of the campaign and ensure its success in all Barangays, Municipalities/Cities, Provinces and Regions.

The issuance of a DILG Memorandum / Order and the proactive participation in calling for citizen’s participation by Secretary Jonvic Remulla are keys to ensure the success of this phase.
