In his inaugural speech on 30 June 2022, President Ferdinand R. Marcos, Jr. (PBBM) stated, “We all want peace in our land. You and your children want a good chance at a better life; in a safer, more prosperous country. All that is within reach of a hardworking, warm, and giving race. Your dreams are mine; pangarap niyo ay pangarap ko. How can we make them come true? How can we do it together?

The fundamental call of PBBM is UNITY. Without doubt, it is the prerequisite to the attainment of the Filipino people’s dreams – a Nation at peace; a developed country; and a bright future for future generations. These require the disciplined response, proactive involvement and collective participation of the Filipino people.

In response to the inaugural speech of PBBM, a proposed Road Map of the Yes for Peace – Bayanihan ng Bayan campaign the grounded upon the Road Map incorporated in the approved National Plan to End Local Armed Conflict ELCAC 2019 to 2022 was submitted to PBBM for information and consideration on July 20, 2026.

The campaign’s people-centered Road Map to Peace, Unity and Development as shown in Figure 1 and its Implementation Plan with five (5) thematic areas – Arouse, Organize, Mobilize, Govergence and Charter Change – was refined in line with the United Nations’ Sustainable Development Goal No. 16 – Peace, Justice and Strong Institutions which states, “Promote peaceful and inclusive societies for sustainable development, provide access and justice for all and build effective, accountable and inclusive institutions at all levels.”

The Whole-of-Nation / Whole-of-Society approach of YES FOR PEACE – Bayanihan ng Bayan includes the following five (5) thematic areas:

  1. AROUSE – Establish a national consensus by conducting a national open referendum and awareness sharing dialogues, among Filipinos, 10 years and older, and mobilize all sectors to actively counter violent extremism as well as assert the right to peace.
  2. ORGANIZE – Enjoin the people-centric upward declaration of YES FOR PEACE Zones from the Schools/ Barangays; to Cities and Municipalities; to Provinces; to the Regions; and finally, the whole country.
  3. MOBILIZE – Engage the people’s pro-active involvement and collective participation in identifying, planning budgeting and implementing community-based peace and development programs. Open-access to a Menu of Services of existing government projects and programs to address identified needs shall be provided.
  4. GOVERGENCE – Good governance through the convergent delivery of community peace and development programs and projects identified, planned, budgeted and implemented by the communities.
  5. CHARTER CHANGE – Revision of constitutional provisions that have impeded national unity, peace, progress and prosperity.

On August 30, 2022 – forty (40) working days from receipt by the Malacañang Records Section – PBBM gave a Message to Yes for Peace, Incorporated published on yesforpeace.com as shown in Figure 2:

PBBM stated, “After we passed a historic crossroads, we have come to the realization that the predominant desire of our people is to tread a path of unity, humility, and understanding. I am delighted that your organization has aligned with the administration’s core ideal which will positively guide us in the efficient delivery of public services and the espousal of good governance in the coming years. xxx

 As we proceed to the future with renewed hearts and minds, it is time to set aside our differences and let our philosophies converge in our shared dreams for our country. With our strengthened unification efforts, I am confident that we can nurture a more progressive, productive, and inclusive society for all.”

 Notably, the National Youth Commission (NYC) launched the Philippine National Action Plan on Youth, Peace, and Security or NAPYPS – a 10-year plan that details key action points strengthening the meaningful participation of young people in peacebuilding, governance, protection of human rights, and the implementation of global and national sustainable development agenda – also on 30 August 2022.

Previously, the Department of Education National Employees Union (DepEd NEU) joint National Executive Committee and National Board of Trustees adopted a resolution adopting the campaign. It currently provides the office space, facilities and supplies as well as staff support for the campaign Secretariat. Its General Assembly subsequently upheld the decision and committed the participation of its officers and members nationwide.

On March 14, 2024, the National Economic and Development Authority (NEDA), through its Governance Staff provided inputs and comments on the campaign and its proposed roadmap, stating, among others, “Conduct consultations with key government agencies that promote peace and security (Office of the Presidential Adviser on Peace, Reconciliation and Unity; Department of National Defense; Department of the Interior and Local Government; and Bangsamoro Autonomous Region in Muslim Mindanao) to gain insights, identify areas of collaboration, and avoid duplication of efforts”.

It further stated and concluded, “… your roadmap should highlight its alignment with the PDP, Ambisyon Natin 2040, the Sustainable Development Goals, and other sectoral plans (e.g., National Action Plan on Preventing and Countering Violent Extremism of the Department of the Interior and Local Government; National Action Plan on Youth, Peace and Security of the National Youth Commission).”

Pursuant to the recommendation of NEDA, concerned government agencies were consulted and requested for support to ensure that the campaign is indeed aligned with the existing plans and programs and thus come-up with an acceptable and doable Whole-of-Nation / Whole-of-Society approach of YES FOR PEACE – Bayanihan ng Bayan towards UNITY – Peace, Progress and Prosperity to give flesh to the Message of PBBM quoted above.

Moreover, the Yes for Peace – Bayanihan ng Bayan campaign was refined to align with the Bagong Pilipinas national rallying call by championing the core values of unity, peace, and development, and by advocating for the proactive, community-driven involvement of citizens in the peace process. 

  • Shared Vision of Peace: The campaign was streamlined towards the attainment of the fundamental goal of achieving a just and lasting peace across the Philippines in support of the Bagong Pilipinas campaign which views peace and development as intertwined and essential for sustainable progress. Yes for Peace seeks to make the entire country a “YES FOR PEACE, UNITY AND DEVELOPMENT Zone”.
  • Call for Unity and Collective Action: Bagong Pilipinas is a “call to unity” that urges all Filipinos to set aside differences and work together for the common good. Yes for Peace operates on a similar principle, using the concept of Bayanihan ng Bayan (collective community action) to mobilize the Filipino people and build a national consensus for ending all armed conflicts and nurturing a “Culture of Peace”.
  • Empowering the People: A key aspect of Bagong Pilipinas is to bring the government closer to the people and ensuring citizens feel the impact of public service. Yes for Peace is designed to directly empower citizens through an “open referendum” component that documents public support for an inclusive peace process and embeds peacebuilding into the national consciousness.
  • Government Support and Integration: The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) explicitly hopes that Yes for Peace will continue to succeed in its peacebuilding efforts for a more peaceful and progressive Bagong Pilipinas. This indicates that Yes for Peace is viewed as a partner in achieving the administration’s broader vision.
  • Addressing Root Causes: The goals of Yes for Peace was aligned with the aim of the government’s comprehensive peace process under Bagong Pilipinas to address the root causes of insurgency and conflict through a whole-of-nation approach to ensure that resources are used to improve the lives of the people and eradicate corruption through the enrichment of the Bottom-Up approach to Planning, Budgeting and Implementation of programs and projects. 

In essence, Yes for Peace was refined to be considered by PBBM as the grassroots, civil society response to top-down Bagong Pilipinas agenda for peace and national renewal, focusing on active public participation and consensus-building to achieve a stable and progressive nation. 

The resultant Proposed Road Map 2026 – 2028 consists of five (5) Thematic Areas – AROUSE, ORGANIZE, MOBILIZE, GOVERGENCE, and LEGISLATIVE ACTION after consulting concerned government agencies is shown in Figure No. 3:
